Besides, when you work with forecasts based on actual performance, you often don't even need budgets. Sadly, organizations change slowly, and many of you still work with an annual budgeting cycle where departments try to avoid seeing their budgets slashed at the start of the new year. Yearly budgets are a symptom of an unhealthy organization.
